Moses was up on the mountain receiving the law. The people were demanding a god they could touch. One day they would experience that in the coming of Jesus. But for now they were being asked to trust the God Moses was revealing to them, not a golden calf. When God intends to inflict judgement, Moses intercedes on their behalf.
